The permanent residence portal

Since September 2021, Immigration, Refugees and Citizenship Canada (IRCC) has launched (but still for tests) a new Permanent Residence Online Application Portal called: Permanent Residence Portal. Two offers are presented through the new portal:

  1. submitting an application for permanent residence and;
  2. the application for the establishment of the permanent resident card when the candidate is already in Canada.

 

Announced by Immigration, Refugees and Citizenship Canada (IRCC), the creation of this portal will make it possible to submit permanent residence applications online, its purpose is to speed up the application process currently criticized for its long delays.

 

In addition, since August 10, the new platform has made it possible to submit applications for permanent residence without having to go through Express Entry. As a reminder, Express Entry is the system put in place since 2015 by IRCC to receive applications for permanent residence for certain immigration categories of economic immigration and selecting applicants.

 

The new application that has emerged makes it possible to manage the application for permanent residence online in programs such as:

  • Provincial Nominee Program (non-express entry);
  • Rural and Northern Immigration Pilot Program;
  • Agri-Food Pilot Program;
  • Atlantic Immigration Program;
  • Start-up Visa Program;
  • Self-employed workers (federal and Quebec);
  • Entrepreneurs and investors selected by Quebec;
  • Sponsor a spouse, partner, child or other members of your family;
  • Sponsor a parent or grandparent;
  • Adopt a child through the immigration process;
  • Protected persons and refugees within the meaning of the convention in Canada;
  • Humanitarian considerations;
  • Holder of a temporary residence permit applying for permanent residence;
  • Pilot program for home caregivers.

 

This is a portal that can be used only by representatives authorized to submit an application for permanent Canadian residence.

 

In fact, the authorized representative creates an account for the client in the portal by confirming his email address. From then on, a message is sent to the latter informing him that a file has been opened in his name. It is then up to the authorized representative to complete the forms for his client after choosing the program in which he is applying. The representative also includes all the necessary documents. However, it will be up to the client to sign electronically all the forms completed by his representative. Each client has his account but the consultant can manage several client accounts from his single account. This is why IRCC is already warning that in order to create a representative client account, they will have to provide their member ID number, business address and name, and upload a valid copy of an identity document (a valid passport, driver’s license or permanent residence card). Most of the programs included in this portal process requests in paper format. This possibility remains for those who need it.
